Additional Residency Classifications

To receive the state of Ohio subsidy for tuition purposes, you must show that you meet the qualifications set by the Ohio Department of Higher Education (ODHE) in the  Ohio Administrative Code, Chapter 3333-1-10 and Ohio Revised Code, Chapter 3333.31.  You must also hold an eligible visa and immigration status. These guidelines are intended, above all, to exclude those persons who are present in the state of Ohio primarily for the purpose of education from treatment as residents.

Residency Classification Types

Below you will find a simpler breakdown of these guidelines. The following letter and number designations in each subsection correlates to the specific guidelines of the Ohio Administrative and/or Revised Codes.

High School Equivalency Residency Classification C-9 applies to students where ALL OF the following applies:

  • officially withdrew from an Ohio high school while a resident for tuition surcharge purposes
  • has not received an Ohio high school diploma, nor a high school diploma awarded by a school located in another state or country
  • has taken a high school equivalency test and has been awarded a certificate of high school equivalency while a resident of Ohio
  • are enrolled for the term in which they are reclassifying
  • has established a current residence in Ohio

High School Equivalency Residency Classification C-9 does NOT apply to students where ANY of the following apply:

  • have an ineligible visa for Ohio residency
  • were not a resident of Ohio for the state subsidy and tuition surcharge purposes when they earned a certificate of high school equivalency
  • have graduated from an Ohio high school
  • have not established permanent residence in Ohio

Residency classification C-11 applies to students where ALL the following apply:

  • The person, while not a resident of Ohio for state subsidy and tuition surcharge purposes, lives in Ohio and completes a bachelor's degree program at an Ohio institution of higher education
  • The person, upon completing that bachelor's degree program, immediately enrolls in an eligible graduate degree program offered at an Ohio institution of higher education
  • The person, while enrolled in the eligible graduate degree program, resides in and has established an Ohio residence by the first day of the requested semester

Residency classification C-11 does NOT apply to students where ANY of the following apply:

  • are enrolled in an ineligible program (See eligible graduate degree programs)
  • have an ineligible visa for Ohio residency
  • have previously earned a baccalaureate degree from a non-Ohio institution of higher learning
  • delays enrollment in a graduate degree program after completion of a bachelor’s degree program
  • has not established an Ohio residence by the first day of the requested semester

Employment Transfer Residency Classification E-4 applies to students where ONE OF the following applies:

  • are transferred out of the United States by his or her employer while continuing to maintain an Ohio domicile and filing the Ohio Income Tax for the most recent tax year
  • are dependent upon a spouse, parent or legal guardian who are transferred out of the United States by their employer while continuing to maintain an Ohio domicile and filing the Ohio Income Tax for the most recent tax year

Employment Transfer Residency Classification E-4 does NOT apply to students where ANY of the following apply:

  • transferred out of the United States, but do not maintain Ohio domicile
  • are dependent upon a spouse, parent or legal guardian who are transferred out of the United States, but do not maintain Ohio domicile
  • were not a resident of Ohio for the state subsidy and tuition surcharge purposes when they graduated from an Ohio high school
  • have an ineligible visa for Ohio residency

Migrant Worker Residency Classification E-5 applies to students where ONE OF the following applies:

  • are a migrant worker within the state of Ohio for at least four months during each year for at least three years prior to the term for which the student is applying
  • are dependent upon a spouse, parent or legal guardian who is a migrant worker within the state of Ohio for at least four months during each year for at least three years prior to the term for which they are applying

Migrant Worker Residency Classification E-5 does NOT apply to students where ANY of the following apply:

  • are not able to document they have been a migrant worker within the state of Ohio for at least four months during each year for at least three years prior to the term for which they are applying
  • are dependent upon a spouse, parent or legal guardian who is not able to document that they have been a migrant worker within the state of Ohio for at least four months during each year for at least three years prior to the term for which they are applying
  • have an ineligible visa for Ohio residency

Note: A student who is requesting reclassification under the Residency Classification E-5 may be able to obtain supporting documents through the Ohio Department of Job and Family Services.

Community Service Residency Classification E-6 applies to students who were previously classified as a resident of Ohio and left the state to pursue a community service position at AmeriCorps (VISTA), Teach for America, the Peace Corps and is returning to the state of Ohio after his or her position has ended.

Community Service Residency Classification E-6 does NOT apply to students where ANY of the following apply:

  • have left the state of Ohio for a community service position, but obtained other employment outside of Ohio once the position has ended
  • have a position with a community service group not listed above
  • have an ineligible visa for Ohio residency

Marital Hardship Residency Classification E-7 applies to students where ALL the following applies:

  • have legally separated from his or her spouse and is returning to the state of Ohio while receiving more than fifty percent of his or her support from a parent or legal guardian who is an Ohio resident
  • are a dependent of a parent or legal guardian who has legally separated from his or her spouse and is returning to the state of Ohio while receiving more than fifty percent of his or her support from a parent or legal guardian who is an Ohio resident

Marital Hardship Residency Classification E-7 does NOT apply to students where ANY of the following apply:

  • have legally separated from his or her spouse and is returning to the state of Ohio but is financially self-sufficient (see Residency Classification E-1 or C-2)
  • are a dependent of a parent or legal guardian who has legally separated from his or her spouse and is returning to the state of Ohio but is financially self-sufficient (see Residency Classification C-3 or C-1)
  • have an ineligible visa for Ohio residency

Senate Bill 53 Residency Classification SB53 applies to students where ALL the following applies:

  • the student resides in a contiguous state
  • are employed in Ohio by a business, organization, or government agency located in Ohio
  • his or her Ohio located employer contracts with The Ohio State University to pay all of the student’s tuition and fees directly to the institution and not to charge or seek any kind of reimbursement from the student for any part of the tuition fee

Senate Bill 53 Residency Classification SB53 does NOT apply to students where ANY of the following apply:

  • employer has not set up third party billing with The Ohio State University
  • employer has set up third party billing with The Ohio State University, but the employer is not located in Ohio
  • fee authorization originates from The Ohio State University
  • the student does not reside in a contiguous state
  • have an ineligible visa for Ohio residency

Ohio State Lima participates in a tuition reciprocity agreement with the state of Indiana, allowing certain Indiana residents to attend Ohio State Lima at in-state tuition rates. Students must confirm their eligibility for reciprocity by the published residency reclassification deadline for the term they enroll. 

Documentation for Additional Classifications

Documentation is very important. If your application is submitted with incomplete or incorrect documentation, your application will not be  approved.

Keep in mind, documentation is not limited to the Documents Requested for Ohio Residency for Tuition Purposes list and your individual document list may not include all items listed. It is important that any uncommon situations be supported with clear and complete documentation as well. The onus is on the student to ensure that all eligibility requirements are clearly supported with documentation.
