No, you must have graduated from an Ohio high school or completed the final year of instruction at home as authorized under section 3321.04 of the revised code.

To be eligible under the Forever Buckeye guidelines, you must have returned to Ohio and reestablished residency. The Forever Buckeye provision removes the 12-month period of establishing domicile in Ohio, but you must be physically present in the state with an established residence before you can be considered a resident. 

It depends. You must currently hold an eligible visa or immigration status to qualify under the Forever Buckeye guidelines.
