Ohio Residency for Military Student

In order to receive the state of Ohio subsidy for tuition purposes, you must show that you meet the qualifications set by the Ohio Department of Higher Education (ODHE) in the  Ohio Administrative Code, Chapter 3333-1-10 and Ohio Revised Code, Chapter 3333.31.

The letter and number designations in each subsection correlates to the specific guidelines of the Ohio Administrative and/or Revised Codes.

Military Residency Classifications

Residency Classification C-4

Residency Classification C-4 applies to students who are a veteran living in Ohio and ONE OF the following applies:

  • are able to show that he/she has had one or more years of active duty served and has received either honorable or medical discharge related to military service after that year
  • are a spouse or dependent of a veteran who lives in Ohio and can show that he/she has had one or more years of active duty served as well as receiving either honorable or medical discharge related to military service after that year
  • are a spouse or dependent living in Ohio of a veteran who was killed while serving on active duty, has been declared to be missing in action or is a prisoner of war
  • are a spouse or dependent of a veteran who is deceased after discharge who have established domicile in accordance with this division.
Residency Classification C-4 does NOT apply to students where ANY of the following apply:
  • are a military member that will not be discharged by the first day of the term (see Residency Classification E-2 or E-3 below)
  • are a spouse or dependent of a veteran that does not live in Ohio

Residency Classification C-5

Residency Classification C-5 applies to students who are a veteran who is the recipient of federal veterans’ benefits under the “All-Volunteer Force Educational Assistance Program”, “Post-9/11 Veterans Educational Assistance Program”, or any successor program if the veteran meets ALL following criteria:

  • the veteran served at least ninety days of active duty
  • the veteran enrolls in a state institution of higher education, as defined in section 3345.011 of the Revised code
  • the veteran lives in the state as of the first day of a term of enrollment in the state institution of higher education
Residency Classification C-5 does NOT apply to students where ANY of the following apply:
  • are a military member that will not be discharged by the first day of the term (see Residency Classification E-2 or E-3 below)
  • are a spouse or dependent of a veteran that does not live in Ohio

Residency Classification C-6

Residency Classification C-6 applies to students who live in Ohio and are able to show that they are the recipient of the federal “Marine Gunnery Sergeant John David Fry” scholarship or transferred federal veterans’ benefits under any of the programs listed in paragraph (C)(5) of this rule.

Residency Classification C-6 does NOT include students who are a military member that will not be discharged by the first day of the term (see Residency Classification E-2 or E-3 below).

Residency Classification C-7

Residency Classification C-7 applies to students who meets ALL following criteria:

  • are using federal veterans' educational assistance under the "Vocational Rehabilitation and Employment," 38 U.S.C. 3101 et seq
  • are enrolled for the term in which they are reclassifying
  • are living in the state as of the first day of the term in which they are reclassifying

Residency Classification C-7 does NOT include students who are veterans that do not live in Ohio.

Residency Classification E-2

Residency Classification E-2 applies to students where ONE OF the following applies:

  • are active-duty military while maintaining Ohio for all legal purposes as their place of residence
  • are a spouse or dependent of an active-duty military member that maintains Ohio for all legal purposes as their place of residence
Residency Classification E-2 does NOT apply to students where ANY of the following apply:
  • are no longer active-duty military (see Residency Classification C-4 above)
  • are active-duty military, are not a resident of Ohio, but are currently stationed in Ohio (see Residency Classification E-3 below)

Residency Classification E-3

Residency Classification E-3 applies to students where ONE OF the following applies:

  • are active-duty military currently stationed in Ohio
  • are dependent upon an active-duty service member currently stationed in Ohio
Residency Classification E-3 does NOT apply to students where ANY of the following apply:
  • are no longer active-duty military (see Residency Classification C-4 above)
  • are currently on active-duty military and are from the state of Ohio (see Residency Classification E-2 above)

Residency Classification E-8

Residency Classification E-8 applies to students where ONE OF the following applies:

  • are currently enlisted in the Ohio National Guard
  • are a spouse or dependent of an Ohio National Guard Member
Residency Classification E-8 does NOT apply to students where ANY of the following apply:
  • are currently enlisted in the National Guard from a state other than Ohio
  • are a spouse or dependent of a National Guard member enlisted in a state other than Ohio

Documentation for Military Students

Documentation is very important. If your application is submitted with the incorrect documentation, we will not be able to approve your application.

Keep in mind, documentation is not limited to this list and may not include all items listed. It is important that any uncommon situations be supported with documentation as well. The onus will be on the student to ensure that all income and expenses are clearly supported with documentation.

  • DD-214

  •  Member Copy 4 showing at least one year active service and ‘Honorable’ or ‘Medical Separation’ discharge.

  • Active-Duty Verification

  • A current LES showing Ohio as the state income tax jurisdiction.

  • Active-Duty Orders

  • A copy of the active-duty orders verifying being stationed in Ohio.

  • ONG Verification

  • A copy of the current enlistment papers or a letter from the base personnel officer verifying state of sworn allegiance.

  • Proof of Residence

  • A copy of a signed and dated lease(s), closing statement(s), or campus housing contract document(s) indicating dates of residence; terms and conditions (if applicable). The legal rental agreement must accurately and completely describe the living situation and the rent needs to be commensurate to fair market value and cover the entire review period.

  • Ohio Driver’s License

  • A copy of your Ohio driver’s license or state ID card. Visit the Ohio BMV website for information.

  • Marriage Certificate

  • A copy of your official marriage certificate or abstract. Foreign documents must be translated.

  • Federal Tax Return Transcript

  • A copy of the most recently filed Federal tax transcript. Visit the IRS website for additional information.

  • Proof of Legal Guardianship

  • A copy of all relevant court documentation verifying legal guardianship.
