Ohio Residency for Tuition Purposes

Financially Dependent Students

 

C-1

For students who are financially dependent upon a parent, legal guardian or spouse who is a resident of Ohio.

The ODHE Guideline States:

“A student whose spouse, or a dependent student, at least one of whose parents or legal guardian, has been a resident of the state of Ohio for all other legal purposes for twelve consecutive months or more immediately preceding the enrollment of such student in an institution of higher education.”

 

C-1 applies to:

Dependent on Parent or Legal Guardian:

 

  • - A student who has been claimed by a parent or legal guardian on their Federal Income Tax Return for the most recent tax year; AND
  • - A student, who their parent or legal guardian has lived in Ohio for the previous twelve consecutive months, filed Ohio Income Tax Return for the most recent tax year and has all of their state specific documents from Ohio, including but not limited to; driver’s license or state ID, voter registration, and vehicle registration.

 

Dependent on Spouse:

 

  • - A student who is dependent upon a spouse, who has lived in Ohio for the previous twelve consecutive months, filed Ohio Income Tax Return for the most recent tax year and has all of his or her state specific documents from Ohio, including but not limited to; driver’s license or state ID, voter registration, and vehicle registration.

 

C-1 does not apply to:

  • - A student who is dependent on a parent, legal guardian or spouse who has not lived in Ohio for at least twelve consecutive months. (See C-3 Guidelines)

C-3

For students who are financially dependent upon a parent, legal guardian or spouse who is establishing residency in Ohio.

The ODHE Guideline States:

“A dependent student of a parent or legal guardian, or the spouse of a person who, as of the first day of a term of enrollment, has accepted full-time, self-sustaining employment and established domicile in the state of Ohio for reasons other than gaining the benefit of favorable tuition rates.”

 

C-3 applies to:

Dependent on Parent or Legal Guardian:

 

  • - A student who has been claimed by a parent or legal guardian on his or her Federal Income Tax Return for the most recent tax year; AND
  • - A student whose parent or legal guardian has accepted full time/self-sustaining employment prior to the start of the term in which applying; AND
  • - A student who their parent or legal guardian has not lived in Ohio for the previous twelve consecutive months and has all of their state specific documents from Ohio, including but not limited to; driver’s license or state ID, voter registration, vehicle registration.

 

Dependent on Spouse:

 

  • - A student whose spouse has accepted full time/self-sustaining employment prior to the start of the term in which applying; AND
  • - A student who is dependent upon a spouse who has not lived in Ohio for the previous twelve consecutive months and has all of his or her state specific documents from Ohio, including but not limited to; driver’s license or state ID, voter registration, and vehicle registration.

 

Note: Two part-time jobs, or any combination, cannot be used to constitute one full-time position.

C-3 does not apply to:

  • - A student who is dependent upon a parent, spouse or legal guardian who has accepted full time/self-sustaining employment after the start of the term for which the student is applying.

Important Note

A student who will be requesting reclassification under this guideline will need to complete the Online Residency Form each term until the submissions have covered a full, twelve-month cycle. After this time, Ohio Residency will be granted and no additional documentation will be required.
